Can't change date display format

Description
I am using a Mac Book Pro with OS 10.5.5 and am having an issue changing the date display format on the info bar at the top of the screen. When I change it in preferences it stays the same??? I have tried to unload it and reinstall it and it stays the same. I am also running this computer with 2 users and using "fast switching" to switch from one to another. I unloaded it on both users and it still doesn't work. Suggestions? Is there a plist file I need to delete or ????
