Time failed to update after changing time zone

- Version Tested: 1.1r4 (Universal)
- OS Version Affected: Mac OS X 10.6

Description
The displayed time is not updated after I change the Mac's time zone, even if I wait for 1 minute.
BTW, wouldn't it be nice if user can right click for the menu and double click to open "Date & Time"?
