shades settings of multiple users shouldn't be additive

Description

I frequently switch from one user account to another on my iMac. I make a Shades setting for acct#1, then I go to acct#2 and make the same Shades setting. When I return to acct#1 the screen is twice as dark--the two settings seemingly added together.
Definitely incorrect functionality, no?
Then I zero-out the setting in acct#1 and I am back to where my original setting was.
But then I go back to acct#2 and I am twice as dark as I should be--I zero-out there and then everything is fine until I restart and have to do this all over again.

Updates

I use multiple accounts, one for each family member. The problem is that I can not stand the extreme brightness of this new 24" iMac even at the minimum. I set shades to 50% to 75%. Others want it brighter. It appears that if the first user sets shades at say 65%, that become the brightness for the second user at 100%. They can never higher brightness than I. They are not happy!
